If you're not careful, it can be. But small pieces of glass really aren't a big deal.
I encountered some actual large pieces of broken bottle today. Those would have done some damage if I stepped on them hard. Admittedly, unshod, you'll feel the sharp edge before you put your full weight on them most likely, but they can still do damage. They were also very big and easy to spot and avoid.
On the otherhand, I walk through areas where I see small pieces of glass glinting all the time, and just don't even worry about them. A lot of it is auto safety glass which is about the same as stepping on a rock, but even regular glass tends to be no big deal.
